Refrigerator stopped working - no power

Power outlet is working, refrigerator is not. Took back lower cover off and cleaned coils. Notice a 3" copper tube (located on the left side) with wires going in and out of the tube. This copper tube is corroded on both ends and both ends are blackened.

Any suggestions on fixing or what we should do?
