Kenmore Elite ice maker (replacement) has no power

The water value in the basement was accidentally turned very low on the frig. At first I thought the filter was clogging. Then the ice maker stop functioning - no water in tray. I ordered and replaced the filter and then realized water value was turned way down. Opened her up. Water flowed at door dispenser but nothing to ice maker. Checked black water inlet hose to be sure was clear. Shorted the solenoid and she filled the tray. Made ice nicely and rotated it out. But still no new water. Later that day smelled the black plastic melting at the heating coil.

Purchased a new ice maker module. Still no water and no rotation. Checked the LED and it goes solid as intended. Placed a meter at L & N, no power. Tried shorting thermostat T & H, closed flapper and door light switch - nothing.

I tested the black & black/white ice maker connector at the harness (with ice maker disconnected) - - - very, very strange result, get a "low" AC reading, but needle stays at exact same location no matter if meter is set to 500VAC, 250VAC, 50VAC or 10VAC.

Tried shorting out the 3 & 4 pin in the LED receiver board harness connection, still no power at L & H. Frig is plenty cold...out of ideas. Help and thank you for any insights.
