Fridge always below freezing - condensor fan runs constantly

I know this seems to have been asked, but looking through the threads I couldn't find one exactly like mine.

I have a regular, freezer on top - fridge on bottom, unit. It was bought in 2006. It recently began freezing in the fridge section - everything remained frozen in the freezer. I began turning the cold control warmer and warmer (towards zero) with little to no change in the temp. I also noticed the condenser fan is always running and there's a little ice forming on the vent on the ceiling where the cold air comes out of. I assume that's normal. What surprised me is there's not much air blowing out of it, ever. I think you used to be able to see more air coming out. Now it's just a little frozen mist like you see a bit when you exhale on a cold day. So I vacuumed the coils underneath. No change.

I then ordered and replaced the cold control. No change

I then looked in the freezer section. There were a lot of Tupperware stacked up in the back of the freezer and some of them has frost on them (which I didn't remember before) but they didn't really seem to be blocking the vents at the bottom completely. I noticed though, I could barely feel any air blowing out of the top of the vent in the back. The door had been open for a while so I assumed there should be some blowing out (and I think it used to) so I moved all the Tupperware out and noticed some ice build up in the corner by the back panel where the Tupperware were also frosting. I removed the back panel (after unplugging it) and checked the fan. It turned with my hand, but seemed sluggish. It wasn't hard to turn, but it did not turn freely - not like the fan blade under the fridge. I plugged it back in thinking the fan wasn't going to turn, however, it began to turn right away (also, there was no ice build up in the hole that goes to the fridge so that wasn't blocked. There was just a little ice on the evaporator coils, maybe 5% frozen).

My wife noticed that while the evaporator fan was was turning, it wasn't really blowing any air. I shined a light on it and she was right - it seemed to be turning slowly. I touched it wondering how fast it was turning (carefully touched it) thinking my finger would just bounce off the plastic blades but instead it almost stopped. I took my knuckle after it started turning again and kind of bumped the middle of it - just kind of hit it softly. It immediately started spinning very fast to where we could feel it blowing a foot or two out of the freezer. I left it off thinking maybe I should completely thaw everything out overnight.

Can anyone help? Everything I read about the evaporator fan failing says the fridge usually gets warm. Mine is freezing everything. Help please!
