Bad Motor or Something Else?

My parents GE washer blew the control board from a power surge caused by a loose wire in a old fuse box which has now been changed to a breaker box. It blew the vosistor on the control board. The board has been replaced and when I start the washer it will go through the fill cycle, but when it gets to spinning or washing nothing happens. Checked the inline wire harness fuse and it was bad. Replaced it, turned it on and blew the fuse again. Now, heres where I am stuck. I have read online that if the fuse keeps blowing, the motor is bad causing it to blow. Is this correct? I have already ordered a new motor, but am just wanting to see what you guys have to say before I proceed. I mean, there is really nothing else that could be causing the fuse to blow right? If this is the case, please explain for my own knowledge how a dead motor would cause it to blow? Thanks for any and all help.
