Freezer at 8, Fridge at 38, compressor hot

Parents have a GE Artic Profile, PSC23HMABS The thing has been nothing but problems for ages, I have changed the water valve twice, tubing, etc. Latest issue is that the freezer isn't getting cold enough and the fridge was too warm too until I took off the back panel of the freezer. With the back panel on the freezer was closer to 17 degrees and the fridge closer to 47.

I looked at the control board and I don't see any burned out items/marks on it. The compressor itself is very hot to the touch (I wouldn't be able to hold my hand on it). I don't know if the compressor fan is running fast enough but it seems like it is kind of slow. I have a multimeter so wondering how I can test it to see if it is getting the correct voltage from the mother board? It seems that people replacing both the mother board and fan have had success with fixing this issue but since the motherboard doesn't appear to be burned out (as per the sticky thread) figure maybe just one or the other can be replaced? Or maybe a completely unrelated issue.
