Stackable - dryer wont heat up, washer wont pump out

I have a stack unit maytag neptune dryer that won't heat up. The igniter doesn't glow. I had both the igniter and fuse tested and they both check out. Where should I go next?

Also the washer won't completely pump water out. Pump is functioning but isn't finishing draining the washer. HELP!
