Frigidaire both freezer and frig section are warm.

came across this FRIDGE,
brand:Frigidaire
it seems to power up but both freezer and frig section are warm. The top freezer is blowing just air. and the compressor is just warm...and there is something that looks like a hotdog weenie...with a copper line running through it that feels cold. i dont exaclty know where the sound of "trickling water" is coming from but its near the compressor area. with no signs of water spots.... the coils that are visible from the back of the fridge are not dusty...

I also replaced a bulb with a new one and the light doesn't turn on?
