Bleach Dispenser not dispensing

I have a Kenmore Washer that has the triple dispenser. The bleach dispenser will fill with water during the wash cycle but it doesn't drain. When the entire cycle has completed there is still standing water in the bleach dispenser.
The detergent and fabric softener dispensers work fine.

I just bought this washer used so I don't know if it ever did work correctly.

A visual inspection of the small hose on the dispenser doesn't look like there is anything plugging it up.

Any suggestions??
