Buzzing sound before fan starts

Noticed a buzzing type noise in the past couple of months, assumed it was associated with the ice maker. Then noticed it happening more often than an ice maker would fill, and yesterday, pulled the fridge out, removed the bottom panel.

Just before the fan starts is when the buzzing starts. The buzzing starts, the fan starts, then the buzzing stops (the fan is still on). I ran over when I heard it, and the fan was on (it was off when I pulled off the cover, so I know it does start and stop). Yesterday morning it was happening quite often and I'm not smart enough to know when/why the fan would start.

No issues with cooling or freezing or the ice maker.

I'm thinking that this is the prelude to something not good.

Then not sure whatever the problem might be, worth trying myself to change a part or call a repair in. (I called repair to my stove which the self cleaning starts, goes for 30 min and stops, the electric board was almost the cost of a new stove, so declined and wasted a chunk for that news).
