Woods Freezer Won't Shut Off

Woods Freezer won't shut off, at first it was clicking on and off, check the 3 terminals of the compressor and they are fine...removed the relay but not sure of a good test on it...question, can a compressor be good on the 3 terminals and yet faulty do to a mechanical problem?...my thermostat is set to 4, its usual setting...any thoughts would be
appreciated...
