GE arctica PCF25PGSCBB S# FL 411850 NOT STAYING COOL

we purchased the above unit from a sears repair/ second hand store. I think its a 2005 since intial purchase the unit does not stay cool enough to keep food from spoiling in the fridge or freezer side (top shelf):mad:

I have cleaned the compressor area, and cooling fin area underneath, the compressor unit is warm/ hot to the touch when checked. I have checked for bulges in the plastic by the cooling fins in the freezer side, (nothing).... the unit does not make strange clicking noises, and the fan seems to run when checked. the unit runs ALOT. we keep the house at about 70-75* year round.
the unit has the beverage center, express thaw, express chill, select temp, and turbo cool buttons in addition to the digital display for freezer and fridge temps.

the unit will cycle about on a weekly basis sometimes longer, which the fridge gets 50+* and the freezer gets into the mid 40's. the freezer side the top shelf is not safe t okeep any foods on as it wont stay cold enough. if we push the turbo cool or express cool, a second fan?? turns on and the unit slowly cools down some, then heats back up.
what else should I check, test? how difficult is it to get to the mother board to look for any burnt components? could it be a broken damper door as posted in other questions for GE units? temp sensors?> tossing out food is getting way to expensive for a family of 6..

any help is greatly appreciated.. we cannot afford a new fridge, and the sears repair man said "dont know sorry"...
