Runs through complete cycle but never drains

Hello Jake. My friends Whirlpool dishwasher runs completely through the wash cycle but never drains between cycles or at the end. I watched/listened to it through an entire wash cycle, and I never heard it try to pump water out (visually checked too). It added a slight amount of water for the rinse/second cycle.

I did notice when the washer was finished, the sanitized light continually flashed (don't remember a code)
Everything else works - wash and rinse cycle, heating element.

Also had a leak that i can't reproduce yet. It was told it was at the front of the machine. Could this be related?

Figured the pump might be bad.
