whirlpool gas range bake and broil not working

This gas range ignites the oven and broil burner with a spark type ignitor. neither the broil or the bake sparks.

the gas valve has 3 wires. since no tech sheet was found I'm guessing the top blue is for broil. middle orange wire is common.

between these terminals I measured about 200 ohms.

between the bottom orange wire and the middle terminal I measured open.

these measurements were taken with the wires removed from the terminals.

since no tech sheet was found I'm only guessing, but the gas valve may be the problem.
