GE Profile tends to burn food (stovetop)

This is actually a problem we have had since the stove was new so it isn't something that cropped up over the years.

When using the burners, it is basically impossible to have a nice, low simmering temperature. I have replaced most of our pots with good very flat bottom pots and pans and this seems to help, though the problem still persists to some degree (no pun intended)

Is this just an inherent problem with this stove or is there something I can do about it? The temperature control is apparently through the burner turning on and off rather than use of a variable resister so I am suspicious that this could be a problem with design. I'm fairly skilled technically so I can certainly break the stove down, check components etc. but before I started getting into that I'd like to find out if it will be a waste of time or not. Also, of course, if it is fixable and someone knows how, that would be most helpful!

PS: I just noticed I typed "FE" rather than "GE" Obviously, I mean GE Profile. My typing has always been atrocious.
Also, I just noticed I made an error on the model# . It should be: JB960BB1BB
