No lights on anymore...will not cycle

I do not know how old this dishwasher is, it was in the house when I bought it. Here is the problem:

None of the lights will come on on the control panel. I took some voltage measurements out of the control board, and have approximately 94VAC out of the pins. That doesn't sit too well with me, since the motor and other parts are a 120VAC requirement. Even with the normal +/- 10%, that still puts it low. Regardless, I have no lights on the touch panel. Nothing will turn on, so I am assuming that the control panel/touch panel is bad. Just don't want to spend money on the wrong part.

So is it the control board or the touch panel?
