Maytag Performa LAT3500AAE - won't spin without a nudge

I have an LAT3500AAE where when it goes to spin cycle, the transmission doesn't turn. If I give it a nudge, it spins fine. Otherwise, it doesn't spin by itself. I replaced the belts and same thing.

Could this be the brake problem?
