Whirlpool Gold refrigerator cooling issue (detailed)

Greetings fellow trouble shooters!

Whirlpool Gold ED27PEXHW01 side by side refrigerator approx. 12 years old came with the house when we bought it 3 years ago. I cannot get the refrigerator side below 39 F degrees. More common is mid 40s F. Freezer is normal. Fridge is a normal kitchen, room temp is 75. The fridge just takes a long time to cool.

Steps I have taken thus far.

1. Cleaned underside coils
2. Checked and cleaned door seal for leaks/gaps.
3. Checked condenser coils in freezer for excessive frost, found little. Reset auto defrost anyway.
4. Paid tech to come out ($85). He cleaned some frost from vents. But says it was not excessive.
5. Tech advised Reset to factory settings for temperature on fridge and freezer. On factory settings it only cools to mid 40s. Turned down colder i can get the fridge to 39.8 but it takes a long time (8+ hrs) of no opening the door. The fridge seems to take a very long time to cool
6. Compressor fan and condenser coil fan running.
7. Vent and return are clear from food containers. Cool air is coming out of vent.

The only thing I can think of is some sort of internal thermometer is out of calibration. I look forward to hearing your advice. It is very frustrating!

the other thing i was thinking is maybe this fridge has never been very good. I've only had a thermometer in it a few days and have become paranoid about keeping the temp below 40 F.
