MYSTERY - What are the little milky plastic tubes hanging down under the tub?

Twenty year-old washer - This year I've replaced the clutch and drive cam, the drive block, the bottom tub gasket, and the motor - first repair work in decades; I'm pleased.

The washer is now out of balance essentially every load. I have recently replaced all four balance springs - the three horizontal ones 120° apart, and the vertical one in the back. No difference - worse, if anything. The six bearing pads FEEL OK - I have not pulled the drum to check them. Cheap as they are; I'll buy them - BUT -

There are three clear plastic tubes, the size of a ChapStick, hanging down vertically at 120° under the skate plate. Each contains in it a metal pin; headed, pointed on the "up" end, with a thru-hole as if for a cotter pin. But, they all float freely, though they seem to each be below an alignment hole.

They are not called out on the diagrams, though their outline is there - what are they? Are they supposed to be connected to something and pinned? is this why the out-of-balance?
