GE Profile Side-by-Side - water line freezing (not compatible with heater kit)

I have a GE Profile side-by-side refrigerator, PSSB6KSXCCSS. It's been working great for ~3 years. Last couple months, water dispenser stops working intermittently. Checked the water line at the kick panel. I do get water there when operating the dispenser. From what I read, this means the water line is frozen between that junction and the water dispenser in the door.

I have seen the water line heater (GE: WR49X10173) as a solution, but it is not compatible with my model according to some parts websites.

Is there a solution for newer refrigerators like mine?
