Hello All-Mighty Appliance Gods!
My Mom called me about her new (to her) electric dryer she just purchased off craigslist that does not heat. Powers on just fine but its not creating any heat.
As my Mom also just moved into her house I started at the fuse box and see normal power. Checked the dryer plug, same. Checked the power distro block in the back of the dryer control panel... again normal.

Additionally I checked the 2 fuses below

When disconnected the respective wires and I checked the resistance of the fuse with blue wires I saw no resistance (ohm meter jumped to 5) but the fuse with red wires showed infinite resistance (the ohm meter did not react).
I tried bridging the red wires but this caused the dryer to only start for a second and beep 3 times.
I checked the heating element as shown here:

and saw no resistance on the ohm meter (jumped to 5) on the heater element so as best I can tell its intact.
After re-assembling the dryer I tested again and still no heat, with the dryer running and the service panel open I was able to reach my ohm meter to the heater element plugs and did not register any voltage so as best I can tell the dryer is not attempting to apply power to the heating element.
Im lost at this point on where to proceed and would greatly appreciate any assistance you all may be able to provide.
