ge beverage refrigerator compressor very hot and fan barely moving

compressor is very hot and fan is barely moving. Do i just need to replace the fan or is there a control panel on this model that i am not seeing. also fridge has been making a lot of ice inside on back panel dont know if that is part of the same problem
