Refrigerator clicks but won't turn on

I have a 1yr, 2 week old Whirlpool fridge(WRF560SEYM00) that will not cool. When I plug it in, I can hear clicking sounds coming from the bottom of the fridge and no other noises (fans, etc.). The front control panel doesn't indicate any problems, but it will not let me adjust temperature or anything else. I have already replaced the capacitor(1), the start relay(2), and at the direction of a technician, the main control board(3). Replacing the start relay and capacitor made no difference, however, when I replaced the main control board the symptoms were the same except that the front panel now displayed the message "Cooling Off"(as in cooling is off). I tried to turn it back on per the instructions on the Whirlpool website(4) to no avail.

A few events that precipitated the breakdown:

• For about a week prior, the freezer fan was making a lot of noise. I thought it was due to ice buildup so I unplugged the fridge and let it thaw for an hour or so. This seemed to alleviate the fan noise, but after about a day the noise would return.

• The night that I noticed that fridge was no longer cooling we experienced a 10 second power outage (a surge maybe?)

Is there another part that could be broken that would cause it not to start?

Should the fans go on when the unit it turned on? Would a broken fan stop the compressor from running?
