True kegerator compressor not kicking on, hard start kit maybe?

I recently replaced the compressor on a True kegerator with the help of Rick on this forum. Here is the link to that thread.

I just aquired another True Kegerator and the compressor is not kicking on. The condenser fan starts as does the evaporator fan inside the cabinet.
I pulled the overload and relay and tested the compressor per this the instruction on this youtube video

Everything tested worked perfectly. I have continuity between all 3 connections on the compressor(start, run and common). I don't have a short to ground either.

I assume the compressor is locked up.

What should my next step be?
Would you recommend installing a hard start kit?
